Adds an option to force-open locks with a random chance of success.

My edit of BTA’s excellent Force Lock And Quick Hack. In my variant you only have one attempt to force-open each lock, more similar to how New Vegas implements this.

Force-open success is influenced by Perception and Strength stats.

Force-open failure breaks the bobby pin and not the lock, since Fallout 4 wasn’t really designed with broken locks in mind.
